Some conservative groups are aligning themselves with environmentalists and the solar-energy industry against utilities that are seeking regulations that would make it harder and more expensive for individuals to put panels on their roofs. "While the technology innovation community may have been cast as pro-Democrat or leftish progressive in the past 20 years, the new political alliances are getting muddled in a way that we don't quite recognize yet," writes Scott Smith.
