Lisa Jackson, the administrator of the Environmental Protection Agency, on Sunday pledged to gradually phase in the requirements for upcoming greenhouse-gas regulations covering industrial facilities. The EPA is slated to begin regulating emissions from power plants and other large facilities in 2011, even as some lawmakers hope to impair the agency's ability to limit emissions. The rules "will be modest, each and every one, because business needs time to understand the regulations that are coming at them. There won't be any huge shocks to the system," Jackson said.
