Rhode Island saddled with hefty cost of road relocation

Having finished the relocation of Route 195, Rhode Island must now confront the mountain of debt accrued by the project. The relocation plan was initially estimated to cost $299 million in 1993; the project is now believed to have cost $623 million. However, borrowing costs push that up to $758 million.
