A proposed settlement to a 2007 lawsuit in Illinois would end the state's practice of placing adults with disabilities in nursing homes. The proposal, filed Monday, would require the state to offer subsidized community-based housing for about 20,000 individuals in Cook County. "Institutions foster dependency. It is actually harmful to people to live in nursing homes when they could be better served in the community," said Patricia Werner, an attorney for a nonprofit that filed the suit.
