Irene damage could set off dispute over disaster aid funding

Destruction left behind by Hurricane Irene will likely spark a dispute among lawmakers about how to distribute relief funds from the National Flood Insurance Program and the Federal Emergency Management Agency, which has only $792 million in its disaster relief fund until Sept. 30. House Majority Leader Eric Cantor, R-Va., has already made it clear that approved additional funding for Irene will have to be offset be spending cuts in other budget items. Congress will likely tackle the issue when it returns next month.
