Budget talks are abandoned by GOP senators, Obama administration

The White House and a group of Republican senators have given up on talks to head off a showdown over the national debt. Without congressional action, the government could shut down Oct. 1, when spending authorization expires. Later that month, the U.S. might default on debt.
