The DREAM Act of 2010 didn't pass with the "strong bipartisan support" claimed by departing Department of Homeland Security chief Janet Napolitano in a recent speech. A handful of Republicans backed the law, but hardly enough to count as strong bipartisanship, writes Angie Drobnic Holan. "The vote failed largely along partisan lines," she determines.
