Wis. city could boost spending as bigger project is proposed

A former landfill in Cudahy, Wis., could become a mixed-use complex, with a hotel and retail space, under a $42 million proposal by Cobalt Partners. A previous proposal called for an $18 million development, with the city supplying $3 million. The city might have to contribute more, given the larger project, Economic Development Director Brian Biernat says.
