Proposed Seattle teachers' contract makes pay plan more competitive

The Seattle School District and the teachers' union have reached a tentative agreement on a five-year contract that would give certified staff a 9% raise over four years and provide incentive pay for work in difficult schools. Union members will vote this Friday on the proposal, which replaces the contract expiring today.
