Proposed Russian skyscraper creates controversy

A plan to build a skyscraper more than 1,300 feet tall in St. Petersburg could jeopardize the city's status as a World Heritage site, according to the United Nations. The UN last week asked the state-run company Gazprom Neft to submit revised plans for the Okhta Center tower. Critics of the skyscraper have filed a lawsuit stating that officials did not provide the public with enough notice for hearings to discuss the project.
