Senators have been talking to the media and at town-hall meetings to strengthen their positions on climate-change legislation, which will be discussed after the congressional recess. Lawmakers, including Sens. Tim Johnson, D-S.D., and Arlen Specter, D-Pa., expressed support for the proposed cap-and-trade bill, but some Democrats -- including Louisiana's Sen. Mary Landrieu -- indicated opposition. Sens. John Kerry, D-Mass., and Barbara Boxer, D-Calif., are working to persuade some Republicans to support their version of the legislation after the Senate returns to session.
