Gulf claims facility is reimbursing spill victims

Kenneth Feinberg, head of the Gulf Coast Claims Facility, has made almost $10 million in emergency payments to individuals and businesses that were affected by the oil spill, according to documents. Feinberg took over the claims operations last week. About 1,935 advance claims were settled as of Monday, and a majority of the payments were $5,000 or less, the agency said.
