Should states get flexibility in meeting Race to the Top targets?

Some states that won federal Race to the Top funding have altered their plans for implementing reforms and in some cases delayed projects. Chiefs for Change, a group of state schools chiefs dedicated to education reform, is calling on Education Secretary Arne Duncan to hold states accountable for meeting deadlines. States that have had difficulty honoring their commitments include Rhode Island and New York, where a plan to overhaul teacher evaluations recently was struck down in court.
