Charters help more Philly schools meet progress goals

The strong performance of charter schools helped boost the number of Philadelphia schools that met federal NCLB targets this year to 49%, about the same rate as last year. Fewer schools run by the private firm Edison Schools, however, made targets, a showing an Edison executive said was as not truly reflective of the schools' performance.
