Environmentalists: EPA's CO2 regulations are aimed at major polluters

A draft rule on carbon dioxide emissions would target only major polluters such as refineries and manufacturers, according to environmental groups. With a minimum level expected to target sources that emit more than 25,000 tons a year, smaller emitters, such as hospitals and bakeries, would not be subject to the emissions limits.
