South Dakota uses concrete, asphalt combination to replace highway

South Dakota's Department of Transportation is using a combination of old concrete, a 1-inch layer of asphalt and a new 7-inch layer of concrete to replace a section of a state highway. The goal of the process, which has not been used on any highways near the project, is to improve the pavement's surface friction, restore its structural capacity and increase pavement life equivalent.
