Okla. certifies 13 private schools to accept special-needs vouchers

Oklahoma education officials have approved 13 private schools to participate in the state's voucher system for students with special needs. The law, which took effect Friday, allows students with special needs in public schools to apply for scholarships to attend a state-approved private school that can better meet their needs.
