Guide seeks to unify national approach to ELL education

The Council of Chief State School Officers has published a list of suggested regulations for teaching English language learners. Many states have conflicting definitions of ELLs and inconsistent ways of tracking their progress. The recommendations, which states would adopt voluntarily, seek to bring more uniformity to how schools identify and instruct this student population.
