Ill. regulator issues draft rules on oil, gas drilling

After months of delay, the Illinois Department of Natural Resources submitted a report on regulating state oil and natural gas drilling to the Joint Committee on Administrative Rules last week. The draft rules would give the department 60 days to approve a company's application to drill and would require authorized companies to disclose the chemicals used in hydraulic fracturing. The committee has 45 days to act on the suggested rules but can request a 45-day extension.
