Morgan Stanley proposes to build, operate compressed gas export plant

Morgan Stanley filed with the Energy Department's Office of Fossil Energy in May to construct, own and run a compression and container loading plant near Freeport, Texas. The proposed facility, which would transport up to 60 billion cubic feet of natural gas per year, is expected to be completed 12 months after final regulatory approval is granted, according to the filing. A source said construction would cost up to $50 million, of which much would be used to purchase containers for transporting gas.
