States considering alternative routes for teachers to demonstrate qualifications

NCLB required states to report by this week the percentage of teachers who are "highly qualified" and their plans for increasing those percentages over the next three years. Some veteran teachers are bristling over requirements that they take tests to demonstrate mastery in their subject areas, as states choose among different methods for assessing their teachers' qualifications.
