New online phone service fools caller ID

A California company named Star38 yesterday introduced a new service that will allow telemarketers, bill collectors and others customers to have the recipient's caller ID display a phone number of the caller's choice. But the service, available through the company's Web site, already is raising privacy concerns and questions about its legality.
