NCL not giving up on proposal against foreign cruise lines

Miami-based NCL America, the only U.S.-flagged cruise line that sails around Hawaii, plans to resubmit its proposal to limit the time foreign-flagged cruise ships can spend in the islands. In August, the U.S. Office of Management and Budget ruled against the proposal, saying it did not show a compelling public need, did not offer alternatives and did not include cost and benefit estimates.
