Payroll tax breaks aren't enough to boost hiring, groups say

Tax breaks to encourage businesses to hire unemployed workers will help some firms, but NFIB and other business groups say they don't go far enough. NFIB has proposed expanding the payroll tax break to existing as well as new workers, and tax counsel Bill Rys notes that businesses won't start hiring again until business picks up.
