As California moves ahead with plans to build a high-speed rail system, some business owners are caught in the middle. The California High-Speed Rail Authority is attempting to buy up the land it will need for construction, and that has made some owners happy and others not so. "Some owners have said, 'Thank goodness they came along, I can use this money to expand my business,' " said Lee Ann Eager of the Fresno Economic Development Corp. "Others say, 'I thought my business was worth more than this; this offer seems pretty low.' "
