Quebec should consider oil transfer thru pipelines, expert says

The Canadian province of Quebec should consider the economic advantages of proposed oil pipelines from western-based companies such as TransCanada's Energy East conversion or Enbridge's Line 9 oil pipeline to transport oil to eastern Canadian refineries, according to a paper written by Jean-François Minardi, a public policy analyst at the Montreal Economic Institute. Quebec's economic ecosystem "is heavily reliant on a steady supply of affordable hydrocarbons. The question is therefore not if this oil will be transported to Quebec, but how: using a network of pipelines, most of which already exist, or by train, a riskier option," said Minardi.
