Congestion dollars help speed Minnesota road, building projects

A plan to build a 10-mile, four-lane stretch of expressway southwest of the Twin Cities region has been moved up eight years. When the road project begins in 2005, commercial real estate professionals say they hope it will open opportunities for new retail centers along the corridor, as well as help ease the flow of traffic in the area.
