NBCT: Don't use test scores to evaluate teachers

A National Board Certified Teacher and the 2009 California Teacher of the Year are publicly urging Education Secretary Arne Duncan and Gov. Arnold Schwarzenegger to rethink their support for tying student test scores to teacher evaluations.
