Special-education cooperative is restructured as independent agency

A special-education cooperative that has operated under the auspices of one Indiana school district -- while providing services to students in a total of four districts -- is receiving new status as an independent inter-local agency. Officials say the move will allow the four districts a more equal say in the governance of the cooperative, which will no longer be affected by the staffing and other budgetary concerns of a single district. The cooperative provides speech therapy and other services to some 5,500 students with special needs.
