Earthquake-hazard maps are in part to blame for damage from three earthquakes in the past few years around the world because such maps offered flawed predictions of earthquake risk, according to a study. "We're playing a complicated game against nature. It's a very high-stakes game," said Seth Stein, co-author of the study.
