FCC faces Oct. 5 deadline on program-access rule

The Federal Communications Commission must decide by Oct. 5 whether to grant a five-year extension to the program-access rule, which mandates cable providers offer their own programming to telecom and satellite rivals. Commissioners could also change the requirement or scrap it altogether.
