New gainful employment regulations being formulated by the U.S. Department of Education would hold more academic programs accountable for student success after graduation. The draft standards would drop loan-rate repayment measurements that were struck down last year by a federal judge, and would use only two debt-to-earnings ratios. In addition, the number of programs subject to the standards would be more than double the number affected under the previous proposal.
