Federal officials clarify states' duties to highly mobile students

School districts must provide highly mobile special-education students with services comparable to those provided in students' previous districts until the new districts either adopt the existing individualized education program or develop a new IEP, according to a letter from federal education officials sent this summer to state directors of special education. "While these children often possess remarkable resilience, they also experience formidable challenges as they cope with frequent educational transitions," they wrote.
