Group ranks states based on "parent power"

The Center for Education Reform on Tuesday ranked Indiana at the top of its 2013 "Parent Power Index," which assesses state laws on charter schools, school choice, teacher quality, transparency and online learning. Florida, Ohio, Louisiana and Arizona round out the top of the list; the lowest-ranked states are Vermont, Kentucky, North Dakota, Nebraska and Montana.
