Negotiations, not threats, lead to budget deal, Chamber of Commerce head says

Lawmakers and lobbyists should pursue negotiations on raising the debt ceiling instead of threatening a government shutdown, said Tom Donohue, president of the U.S. Chamber of Commerce. The statement is directed at demands from the Heritage Foundation to defund Obamacare to avoid a government shutdown by Oct. 1. Donohue says the threats are not good for business and expects the debt ceiling to be raised without a default.
