Baltimore County implements formal emergency management plan

The Baltimore County school system has become one of the first in the country to organize a formal emergency response system for each of its schools. Under the plan, schools must follow rules that tell them whether to lock students inside, move them to a secure area or evacuate them in response to 100 kinds of crises.
