Justice Department grants New York School Board right to choose superintendents

The ruling gives the schools chancellor the right to select superintendents, a decision which takes power away from local school boards. Until the decision, widely seen as a victory for Mayor Michael R. Bloomberg, the chancellor chose from a list of superintendents submitted by the school boards.
