FCC: Telecoms may merge long-distance, local operations

New rules released by the FCC will allow the three remaining Baby Bells -- AT&T, Verizon Communications and Qwest Communications -- to merge their long-distance operations with their main units. The telecoms were previously required to operate the long-distance units separately or face price regulation.
