Calif. to tax insurers to boost Healthy Families program

California lawmakers voted to tax insurance companies to pump money into the state's Healthy Families program, which almost was eliminated earlier this year by budget cuts. The new tax replaces an existing tax that was about to expire with a smaller one that will be reimbursed to the insurers through a mix of Medicaid matching money and federal stimulus funds.
