Editorial: Little progress on visa overstays

USA TODAY weighs in on the issue of visa overstays, arguing that biometrics and other efforts have made it much easier to track arrivals, though little has been done to ensure those visitors eventually leave the country. Though the Obama administration will announce its policy on combating overstays in the coming weeks, the paper's editorial writers don't expect much progress. "The forces arrayed against the idea -- budget pressures, the inevitable inconvenience to travelers, difficulties with airport design -- promote procrastination," they write.
