U.S. considers tightening rail safety regulations

The Pipeline and Hazardous Materials Safety Administration (PHMSA) is reviewing proposed requirements to upgrade new and older DOT-111 tank cars to make them more puncture resistant. "Now is the time to make sure safety regulations are robust enough for the increased hazmat movement on our rails, roads and in our pipelines," PHMSA administrator Cynthia Quarterman said. Some industry groups say further studies are needed to show that the changes would improve safety for cars carrying crude oil or ethanol.
