Group faults U.S. Ed Department's teacher quality improvement efforts

The Education Trust, a nonprofit advocacy group representing urban schools, has criticized the U.S. Department of Education for failing to use NCLB to bring better qualified teachers to impoverished children. The group, which helped write NCLB, believes the Education Department has forced states to comply with the law's provisions.
