Study: Philadelphia School District's staffing problems impact teaching quality

A report by Research for Action and the Philadelphia Education Fund said the city's school district is dealing with significant turnover problems and inequitable distribution of its credentialed teachers. Half the teachers hired in 1999 had departed within three years and the district's poorest schools were forced to rely on inexperienced teachers, many of whom had failed basic-skills tests, the report said.
