Green building values clash with historic in Annapolis

In a clash of green versus historic preservation values, a resident of one of the most historic streets in Annapolis, Md., is taking his plans to install a green roof and front yard rain barrel before the city's Historic Preservation Commission. The strict commission is known for actions such as forbidding the replacement of historic windows with energy-efficient two-pane modern ones, but some are calling on the panel to be more lenient when it comes to green technology.
