Carbon prices are holding back Europe's clean-energy sector

Europe's carbon pricing is down 85% since 2008, making it harder for clean-energy providers to compete, says Austrian utility executive Wolfgang Anzengruber. A price floor would make it economically viable for cleaner alternatives to displace coal-based electricity generation, Anzengruber says.
