Coon Rapids, Minn., City Manager Steve Gatlin is allowing pile-driving work for a dam on Saturdays. Work has been delayed by high river flow since May and unanticipated debris upstream. Construction of the Anoka County side of the dam, which includes building a concrete apron, also has been delayed by about a month. The project has a two-year timetable and involves removal of a rubber dam, to be replaced with nine steel gates.
