Four urban school districts lauded as models for others

Houston, Charlotte-Mecklenburg, N.C., Sacramento, Calif., and the Chancellor's district in New York City were recognized for improving student achievement in a study by the Council of Great City Schools. All four districts have instituted strong accountability measures, installed standardized curricula and made significant political reforms, the group says.
