Universal health plan appears doomed in California

California Gov. Arnold Schwarzenegger, citing fears that a proposed single-payer health plan would "jeopardize the economy of our state," on Tuesday promised to veto the measure when it crosses his desk. The universal health care plan would require "a vast new bureaucracy" that would lead to higher taxes, the governor warned.
