State prosecutors offer banks a deal over mortgage issues

State prosecutors proposed to settle with JPMorgan Chase, Wells Fargo, Bank of America and other major banks over claims related to mortgage practices, sources said. The settlement would limit the banks' liability in exchange for a multibillion-dollar payment. The banks, however, said the proposal is a "non-starter."
