EU scales back on carbon dioxide emission plan

European Union officials say they will only include carbon dioxide emissions from flights over European airspace in its Emissions Trading Scheme. The change would scale down a law that covers all flights to and from Europe. The regulation would not take effect for another seven years and would require approval by the United Nations' International Civil Aviation Organization as well as EU lawmakers.
